GENIUS and CLARITY: Crypto Week in Congress, July 2025
Historical post This post records events as they were reported at the time. Facts are checked against sources; nothing here is a forecast.
Mid-July 2025 was "crypto week" in the U.S. Congress. The original post reported it the way social media did: two bills that would retire SWIFT and Visa and set the market free. This post records what was actually passed, corrects the hype line by line, and adds what happened next — because one of the two bills became law within a day, and the other was still stuck in the Senate more than a year later.
What happened that week
- June 17, 2025 — the Senate passes the GENIUS Act (S. 1582) on stablecoins (bill text on congress.gov).
- July 17, 2025 — the House passes GENIUS (308–122) and, the same day, the CLARITY Act on market structure (294–134) (Jones Day summary).
- July 18, 2025 — the President signs GENIUS into law; CLARITY moves to the Senate.
One correction to the original's first line: the President did not "introduce" these bills — members of Congress did. He signed the one that passed both chambers.
GENIUS: rules for stablecoins
- Who may issue: approved issuers, including bank subsidiaries and licensed non-banks; large issuers under federal supervision, smaller ones under comparable state regimes.
- Reserves: payment stablecoins must be backed one-to-one by safe, liquid assets such as cash and short-term Treasury bills, with regular public disclosure.
- What they are not: the law says payment stablecoins are neither securities nor commodities.
CLARITY: who oversees what
CLARITY was meant to settle the long fight over who supervises crypto. It would give the CFTC oversight of "digital commodities" and leave the SEC with "restricted digital assets", add a registration path for exchanges and brokers, and protect non-custodial developers and validators. It does not simply declare "all crypto is a commodity", as the original claimed.
The hype, checked
| Claim in the original | What is accurate |
|---|---|
| "Stablecoins become a means of payment" | GENIUS creates a legal framework for payment stablecoins — yes, in substance. |
| "Banks will issue their own tokens; the Fed's monopoly is under attack" | Banks may issue stablecoins through subsidiaries. A dollar stablecoin is still backed by dollars; the Fed's role is untouched. |
| "Transfers — instant and free" | Fast and cheap on networks like Solana, but never guaranteed free; the law says nothing about fees. |
| "SWIFT, Visa and Mastercard may retire" | Hype. Card networks themselves began settling in stablecoins. |
| "Stablecoins must be backed 1:1" (attributed to CLARITY) | True — but that rule is in GENIUS. |
| "Crypto is now a commodity" | Only a proposal in CLARITY, and only for "digital commodities"; it did not become law. |
What happened next
- Stablecoin projects moved fast under the new rules: Western Union's USDPT on Solana, Jupiter's JupUSD, and in Japan, PayPay's step into digital assets.
- Regulators eased the path for crypto funds — see early October 2025 and BSOL on Wall Street.
- CLARITY stalled. On September 15, 2026 a Senate cloture vote failed 49–50, short of the 60 needed; disputes over stablecoin yield and ethics rules were the main obstacles, and agencies are writing their own rules in the meantime (Orrick analysis).
Why it matters for Solana and Wen
Rules for dollars on-chain matter more to everyday users than any memecoin chart: they decide whether a shop, a remittance or an invoice can be settled on a network like Solana. That is exactly the territory of Wen Open Lab — receipts, invoices and a payments bridge built on WNS and Token-2022, tested in public.
